Charles was born on September 3, 1898 in Saratoga Springs, New York and was living in the city of Schenectady by 1915. He was employed by the General Electric Company before entering the service.
On February 12, 1916, Charles enlisted in the United States Navy. He held the rank of Quartermaster First Class and was serving on the USS Ticonderoga. Charles was lost at sea when the USS Ticonderoga was torpedoed by a German submarine on September 30, 1918. He is remembered at the Suresnes American Cemetery and Memorial, France.
